The Heinrich Böll Foundation’s Work in Europe and North America

The Heinrich Böll Foundation sees itself as an agency for Green ideas and projects, as well as a forum for the exchange of ideas both nationally and internationally. Working together with more than 100 project partners in over 60 countries, it supports the development of democratic civil societies worldwide. The Heinrich Böll Foundation maintains offices in 24 countries.
A particular focus of the Foundation’s work is the promotion of sustainable development. Accordingly, it provides support to projects that work against the destruction of the global ecosystem and for the development of renewable energies.
Other goals that guide the Foundation’s activities include overcoming patriarchal structures of domination and supporting preventive and civil peace promotion measures in crisis areas.
Another area of attention is European development and transatlantic relations. The Foundation particularly emphasizes common European foreign and security policy, EU enlargement, as well as the crisis regions in the Balkans and Caucasus. The Foundation sees another of its important tasks as promoting political networks in Central and Eastern Europe.
The Heinrich Böll Foundation receives approximately € 38 million annually from public funds. Approximately half of this sum is expended on international projects.
The European Union and Transatlantic Relations
The post-war order is currently being replaced by a heterogeneous system of various processes of globalization. The West is being forced to redefine its role. At the same time, European unity is progressing: with EU enlargement to include ten new members, primarily from Eastern Europe, the division of Europe has been overcome. Europe is gaining in both political and economic influence. With the decision on the treaty on the European Constitution, decisions will be made in the next stage with regard to the scope of action and the degree of political integration of the EU.
The Heinrich Böll Foundation is monitoring these developments with its work in cooperation with other non-governmental organizations and political actors in Europe and North America, and with experts from Think Tanks, universities and Green networks. The Heinrich Böll Foundation sees itself as a European organization; it has a positive attitude toward the European unity process and toward the value of transatlantic relations.
The Foundation office in Brussels monitors the work of European institutions and maintains a continual exchange with the Green group in the European parliament. The most important issues of European policy of the past few years have included drafting the European constitution, enlargement toward the East and South, as well as the European elections of 2004.
The Foundation offices in Warsaw and Prague provide support to non-governmental organizations which focus on the environment, promotion of democracy, and women’s rights/gender democracy. They thereby make an important contribution toward the establishment of a democratic civil society in the new member states. Also, the Foundation fosters German-Czech and German-Polish dialogue with regard to issues of the past and the common future of Europe. The relationship to Europe’s “new neighbors” in the East, as well as in the South beyond the Mediterranean, are another major focus of the Foundation’s activities.
Since November 9, 1989 and September 11, 2001, Europe’s role in the world has changed dramatically. With its common foreign and security policy, as well as the European security strategy, it is attempting to do justice to its new place in the world. Also, the transatlantic relationship between the EU and the USA continues to develop into an equal – albeit not always harmonious – partnership. The new Eastern and Central European member states are participating in this discussion against the background of their own historical experiences and political interests. The Heinrich Böll Foundation continually offers forums for these debates. Perspectives from the target regions of European foreign policy, for example Russia and the societies of the Middle East, are included in these events and projects as well.
The European-U.S. relationship is currently in a phase of redefinition. Nonetheless, global problems may be solved only if the EU and the USA work together and, together with others, strive for solutions and agreements on a multilateral scale. The Heinrich Böll Foundation’s North America program thus concentrates primarily on transatlantic security dialogue, global environmental protection, and a critical discussion on economic globalization.

The European Neighborhood
Southeastern Europe
Since the beginning of the 1990s, the Heinrich Böll Foundation has supported women’s and human rights organizations in Southeastern Europe that are committed to finding new alternatives in peace policy. Since the year 1999, the Foundation has been represented with a regional office in Sarajevo, to which the two country offices in Belgrade and Zagreb report.
In the face of the difficult conditions caused by war, states defined by ethnicity, and unresolved status questions in the region, the Heinrich Böll Foundation engages in activities in Croatia, Bosnia-Herzegovina and Serbia-Montenegro with the goal of contributing to the constitution of democracy on the Balkans.
With a fellowship program for young elites, debates on the recent past, and discussions on alternatives to ethnically influenced state post-war orders and on the realization of human rights, the Foundation hopes to promote the development of a democratic political culture in the region. Another work program supports politicians in their attempt to anchor ecological and sustainable policies in transformation processes.
The Heinrich Böll Foundation also provides support to initiatives that are committed to overcoming the isolation and achieving European integration of the region. In this process, particular attention is paid to the experiences of the new member states in Eastern and Central Europe.

Turkey
The Foundation office in Istanbul has been monitoring Turkey’s approach to the EU for many years, and supports civil society initiatives in the areas of democratization, ecology, human and minority rights, as well as women’s rights/gender. It is a clearinghouse for organizations and groups from all parts of the country, which often do not have access to adequate infrastructure. Numerous project partnerships, as well as educational and dialogue offerings for interested individuals from politics, media and the public, address issues such as the Copenhagen criteria as the determinative prerequisite for beginning EU accession negotiations. In all events and projects, particular attention is paid to the democratic and rule of law challenges and developments demanded of Turkey for its integration into the European community of values. Another focus is on the continual exchange between institutions and initiatives from Turkey and Germany and other European regions, particularly the bordering countries of the Southern Caucasus and the Middle East.

Russia
The Foundation office in Moscow focuses primarily on the promotion of political cooperation among non-governmental organizations, educational work to create a consciousness for the rule of law within society, empowerment of women in Russia, as well as ecology.
The Moscow office cooperates closely with the human rights organization Memorial, as well as with the information center of the Independent Women’s Forum in Moscow and the Ecological Baikal Wave in Irkutsk. Another of the Heinrich Böll Foundation’s important partners is the Narodnaja Assambleja, an association of Russian non-governmental organizations.
The office in Moscow also works to garner international support for the concerns of the Russian democracy movement.

Ukraine
In the Ukraine, the Heinrich Böll Foundation currently primarily supports project partners – coordinated by the Warsaw office – that promote cross-border cooperation between the Ukraine and Poland and, in the face of the risks of the nuclear industry, identify alternative energy sources. The Foundation is currently considering extending its activities in the Ukraine and Belarus beginning in 2006.
Southern Caucasus
With the opening of the Southern Caucasus regional office in Tiflis (Georgia) in 2003, the Heinrich Böll Foundation was able to intensify its many years of cooperation with partner organizations in Georgia; furthermore, it has thus expanded its activities throughout the entire Southern Caucasus. One of the focuses of its work is non-violent conflict management in Southern Ossetia, Abchasia and Berg-Karabach. These conflicts are hindering sustainable economic and social development, as well as the establishment of free and democratic civil societies in the region. The Foundation office initiates discussion forums within and between the societies and/or groups involved in the conflicts, and provides support to media projects, seminars and publications that broaden the bilateral conflict management with a multilateral and/or overall Caucasus perspective. To that end, the Foundation works closely together with NGO coalitions from the Caucasus, supports and consults with women’s projects, and promotes exchanges between societal initiatives in Russia and Turkey. Also, the Foundation has established a Sur-Place fellowship program for young social scientists from the region, whose activities include the establishment of a network for cooperative projects in the fields of education and media. A series of seminars, conferences and visitor programs focus on the European perspectives for the region. In this, the focus is primarily on the potential of the “European Neighbor Policy” of the EU, as well as on the membership of the three Southern Caucasus states in the European Council – i.e., on democratization and human rights.
